Renal problems?: You need to ge second opinion with doctor to evaluate your renal function which can be affected in systemic lupus. This could contribute to uncontrollable hypertension.

SLE + hypertension: Has your primary doctor referred you to a nephrologist and/or rheumatologist who can work together to better control your high blood pressure. Some imaging and laboratory studies are also warranted to see if another component is at play here.
