Sleep hygiene: Poor sleep contributes to physical & cognitive decline. Review and adopt good sleep hygiene measures: eliminate clock; comfort of sleep space; stay in bed; relax; positive imagery; active daytime; address stress; seek enjoyment; etc. Regarding daily living habits. Seek professional help if problem continues or worsens.

Depends: Good sleep hygiene is very important at any age, also try melatonin over the counter that is a natural biological substance responsible for circadian rhythms ( sleep-wake cycle), if that doesn't work than consult with your mom's doctor, they will be able to chose the most appropriate therapy taking in consideration your mom's medical problems and all the medications she is on.
