An Ophthalmologist: Who has additional training in cosmetic surgery of the periorbital area. Oculoplastic surgeons typically would perform blepharoplasties (eyelid lifts), but may not have complete training in forehead (bicoronal, endoscopic, or trichophytic) lifts, and probably little rhinoplasty or facelift training--though some think they are sufficiently capable to provide these operations without full training!
