Usually not: Chapped lips is often due to lip eczema (dryness, irritation, cracking, peeling). Too much sun, wind, or water exposure; excessive washing; repeated lip licking; and allergies to lip balm or lipstick ingredients are common causes. Allergic reactions (hives, etc.) can chap lips. Raynaud's lip symptoms may start with pale or whitish lips with numbness in cold temperatures, and then later chapping.

No: Raynaud's typically is coldness, pain, and color changes in the hands and feet. Chapped lips are not a recognized part of it.
