Retina & MJ: There are endocannabinoid receptors in the retina as well as nearly everywhere else in your body. These receptors can be affected by external cannabis . . . And research has not established what the physiological outcome is. Please ask your retina surgeon about this -- s/he would be your best advisor.

No: If you have retinal surgery by me, my instructions are to avoid smoking anything. There should not be too much pain afterwards. Usually acetominophen and Ibuprofen are sufficient to treat the discomfort. I avoid prescribing narcotics because they can mask pain that can be an important warning sign. So, no to smoking cannabis after surgery for the same reasons.
