Fluorosis : Young children have a tendency to swallow these products and we do not want to overdose them on fluoride. It can make them vomit also.

Overdose: Because these Fluoride rinses are made with a pleasant flavor and a child under 12 without adult supervision might decide to drink the entire bottle. Just like any vitamin, mineral, or medication, Fluoride can be toxic in high concentrations.

Use wisely: Fluoride mouth rinses are not meant to be swallowed. You are supposed to rinse and then spit them out. The manufacturer wants to make sure the the children who use this are capable of reliably rinsing and spitting. Most kids can do this by age 6 so they are being overly cautious by listing an age of 12.
