Arm pain: Pain with arm movement is likely the arm/shoulder. Pain with neck movement suggests nerve pain from a herniated disc. Neither urgent if not progressing. Ok to try some nsaids, ice/heat for a couple days. Typically, these usually improve over several weeks. Pain that does not deserves a doc evaluation.

Need more info: How bad is it? Is the pain on the surface at the rib or deep in the chest? Does it come and go or change with coughing? Does it move? Does it radiate anywhere else? What makes it worse? Activity? Eating? Breathing? Did you injure yourself? Is it improving or worsening or the same.Other symptoms? Fevers? Chills? If worsening or a/w shortness of breath see an md. If severe call 911.

Radicular pain: If the pain is coming from your neck down the shoulder into your arm the most likely source is the cervical spine. It is also possible if the pain starts at her elbow and goes in your hand that the pain is coming from the ulnar nerve itself. Only a thorough history and physical exam by your physician can determine the true cause of your symptoms.

Many things: Problems like these can only be correctly handled by your doctor in person. He/she needs to listen to you, perform an examination and possibly run labs or other tests. That's the only way he/she can find out what's going on and what to do about it.
