Not a short answer: Where is the skin oily? This is typically a facial problem. Seek consultation with a dermatologist (or facial plastic surgeon if appropriate). Depending on the details of your condition, there are different treatment options. Rough skin can be helped by an appropriate moisturizer. A retinol type product can help with oily skin. A salicylic acid wash may also help, esp. If you are acne prone.
