Manage not prevent: "oily skin" is not a disease, it's a condition, a state of being. It can be managed with proper hygiene, skin care, daily face washing and by regular hand washing. You also have to moisturize to avoid going the other way and damaging the skin. Acne is an inflammatory condition, so being too abrasive can cause problems, as well.

Partially: The amount of oil produced by your skin is predominantly genetically determined but you can keep oils down by careful cleansing. Most soaps are too harsh and will remove too much skin oil, thereby causing the oil glands to over-produce. Consider using powder foundations instead of oil-based ones and also use blotting tissues to soak up excess oils.
