Possibly: Sedation can cause dizziness, as well as high doses of local anesthetic or accidental intravascular injection of local anesthetic. Discuss with your dentist.

Yes: Dental anesthetic contains Epinephrine which can affect heart rates temporarly. A sudden change in blood pressure could cause dizziness.
