Dry eye syndrome: This is likely due to dry eyes. When you go outside the tears evaporate more quickly and cause your symptoms. You can try using artificial tears but i would advise seeing an eye doctor for a more comprehensive treatment plan.

Dry eye: Dry eye is very common. I would try artificial tears frequently during the day, ointment at night, warm compresses 1-2 times a day, and omega-3 fatty acid supplements. If no improvement, see an eye doctor.
