Venous : Insufficiency, high blood pressure to name two. A white count and uric acid will not tell you much with regards to swollen ankles by the way, one would not expect to have swollen ankles secondary to gout or an infection in both ankles.

May be: Fluid retention or venous stasis. Have you tried support stockings.
