Good question!: Though scars mature and soften with time, they never revert to normal tissue. One of my mentors used to say : "we don't really heal, we just cement ourselves back together." this is why fetal wound healing is such a hot topic: wounds that are made in early fetal development heal without scars. Later in fetal development as in life after birth, healing is always with scars.

Scars are forever: Scars are permanent but can improve in appearance over time.
