No: There should never be blood in the semen. If so, there is something wrong, regardless of hydration status. It could be infection, inflammation, or other things like cancer.

No: Dehydration does not cause blood to be in the semen. Infections may potentially along with other causes. If this is a concern then follow up with a urologist is necessary.
