See your doctor: It would be difficult to diagnose without being seen. Most likely this is a normal "stork bite" also known as nevus simplex (macular stain). If you still have worries or concerns, you should see your family practice physician.

It is normal.: The blood vessel you are referring to is normal. In your anatomy it is a little closer to the surface. When you get angry or excited , you are increasing your intravascular pressure and the vessel dilates (gets bigger).
