Low TSH: Your TSH is low, thus, in my opinion- you're dr is doing the right thing by decreasing your thyroid suppliment. Ask your dr if he or she calls it hypo or hyperthyroidism. It is difficult from one, single lab result to make the diagnosis, as it depends on your thyroid function studies over time and your history.

Low tsh: Low thyroid stimulating hormone level is suggestive of hyperactive thyroid, producing more thyroid hormone. That is probably why your doctor lowered your thyroid hormone dosage.
