Should be evaluated: His language development is obviously delayed. How about his motor skills and social interactions? If he lags only in speech development, he'll need speech therapy after proper evaluations including hearing test.

He is close enough : To 3 that you can & should seek an evaluation by the child find team of your local school district. They will test his cognitive skills, receptive/expressive & other language skills, social/adaptive/self-help skills & fine & gross motor skills.They'll also screen for autism. Putting 2 words together typically occurs before age 2, so he'll qualify for early childhood special education services.
