As with most rashes.: ...This could be a variety of things. This could be a virus, or this could be a bacterial infection that would respond to an antibiotic. This could be little tiny spots of blood under the skin that sometimes show up after hard coughing or vomiting. This could be freckles. It cannot be diagnosed online with the description you've given. You must see a doctor for proper diagnosis and treatment.
