Yes: Sure you can. It is not clear that HCG is absorbed and functional when taken orally. Probably not. Alli does work and does so by blocking fat absorption. Be careful of your fat intake because it can cause abdomnial cramps, etc. That said you will absorb most of the vitamins except the fat soluble ones. Vitamins a, d, e and k should be taken at another time so you can absorb them.

No: First off the drops are worthless and you need to do the injectable HCG under supervision of a qualified physician. As there is basically no fat in the diet, taking Alli would be worthless. http://www.prlog.org/12249227-hcg-diet-offered-in-new-jersey.html.
