Painful white bumps on tip of tongue could they be herpes?

Probably not: Herpetic lesions should become blisters and then ulcers.

Not usually: The tip of the tongue is not a common site for herpes. You need an exam by a dentist, oral surgeon or physician to have a diagnosis made.
