Neuropathy?: This could be a neuropathy or a cervical spinal cord compression. A neurologist can sort this out.

Need to examine: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. It would be prudent to see your doctor. Diabetes is a common cause of neuropathy and should be ruled out by your doctor. Wish you good health!
