Yes it can: For example the majority of prison population have what we call antisocial personality disorder and people with this diagnosis usually they don't have remorse and it is always the victims fault...

True: Manipulators ("con men" at the extreme) are often very good at figuring out ("knowing") what other people are feeling, or will feel, but they do not experience the feeling inwardly, themselves, mutually. That is, they lack empathy. They do not experience remorse because they do not feel the pain they inflict on others. They only experience pain that is inflicted on themselves.
