NO: Kawasaki is muco-cutaneous lymph node disease with specific features including serious heart conduction and blood flow complications. Strep throat can be associated with rheumatic fever, but can easily be identified with appropriate testing. Treatment is quite different.

Yes : In the early stages of both diseases can look identical. Over time the picture of kawasaki emerges. If your child is being treated for "strep" without adequate culture and doesn't improve consider kawasaki. Also mononucleosis is often diagnosed when kawasaki is the the correct problem.
