Normal vs delay: Normal pubertal development typically starts with breast budding in girls by 12-13 years-old and in boys, testicular enlargement should start by 13-14 years-old. Later than that is delayed puberty. Periods begin within 2-3 years following onset of breast development on average. Precocious puberty happens in girls prior to 8 yo and boys before 9 yo.
