Darker: Put contrast on near maximum, and brightness as low as you are comfortable with.

Neither is bad: The eyes cannot be damaged by a screen that is too light or too dark. Find a degree of brightness and contrast that is comfortable in the daytime - at night, the screen will appear brighter and can be adjusted dimmer if necessary.
