Depends: Most bacteria are short lived found in the oral cavity when they are allowed to dry outside the mouth. There are some bacteria such as TB that have a spore form and can be reactivated in the right environment. Viruses are another story and these survive well outside on the skin even after drying those include the viruses that cause aids and hepatitus.

Anaerobic: The bacteria that is consider the normal flora of the mouth doesn't live long in the presence of oxygen. Most oral bacteria are considered anaerobic, or oxygen hating. These organisms will not live in the presence of air and is the reason they grown deep in the area beside the teeth under the gums.
