Usually not: Eye rubbing is a symptom of an underlying problem. Light occasional eye rubbing isn't a problem but the underlying disorder should be identified and treated.

No: Eye rubbing can be a sign of allergies, and if you have an underlying corneal weakness like keratoconus, then some think it can worsen it. Rubbing too hard can make your eye pressure go high and can affect glaucoma surgery healing.
