PT: Agree. Not sure why the word "skilled" is used. A weak quad after pelvic fracture requires a skilled therapist to promote balance, strength and modality. Who would want a "non skilled" therapist?

Skilled: Perhaps the hospital is trying to differentiate between acute care, skilled care, rehab, & extended care facilities--all which have different "qualifications" to enter. Pt should benefit this patient.
