Can be fungus: Can be dry skin, can be eczema. If you visit a podiatrist upon examination they can help determine the etiology and offer a treatment.

Dryness: Odds are your feet are not getting enough moisture. Kerasal is a good product, as well as amerigel. Just make sure not to moisturize between those toes.
