Is it necessary?: While we do give general anesthesia to even newborns, it is typically only done for serious issues, like congenital abnormalities. It would be unusual to use general anesthesia for a circumcision. Local infiltration and/or a penile block work very well and are tolerated very well by newborns.

Yes: Anesthesia is a very safe procedure even in the very small patient. There might not be a need for a full general anesthetic, this could be done with some sedation / IV medications and local anesthesia depending on your anesthesiologist.

Safe, not advisable: Modern pediatric anesthesia is incredibly safe however general anesthesia in little babies may cause some minor brain damage in some so we postpone elective surgery till after age-6-months.
