Stop worrying: Not sure what is meant by underinflated lungs, but maybe referring to restrictive lung disease. Regardless, lung involvement is not a presenting feature of ms or diabetes. If you are a smoker, stop asap!

Underinflated lungs: Perhaps a pulmonologist (lung doctor) would answer this best, but here is my thought: Under inflated lungs can result from a lifestyle with little exercise. Exercises like walking and swimming stretch out the lungs and increase their capacity. It's good to have lung reserve but it is not really a disease, as far as I know. It could be related to MS or diabetes mellitus if those limit you.
