Labial artery: If you pinch your lip it is fairly easy to feel the pulse of an artery that runs across the lower lip. If you have a bump on the lip that pulsates, go see an ent, it may be a hemangioma or other problem.

Blood pressure?: She may be feeling the pulse of her labial artery - arterial supply to the lip. This may fluctuate with pulse, blood pressure, and activity. She may want to check these at the times she feels the pulse and then discuss with her primary physician.
