Good news: Your Dilantin level is quite subtherapeutic, and likely is protecting you very little if at all. You may not have to worry. Get an updated eeg, perhaps see an epilepsy specialist, and decide whether you even need anti-seizure meds. Maybe, if eeg is abnormal, you could switch to one of the modern less harmful meds.
