She's young: Acne is not curable, but tends to go away some after the hormonal surge of the teens and twenties. If the oral contraceptive pill is appropriate for and desired by her, it can make acne remit, or she deserves some scientific rx that actually works. Consider topical Clindamycin along with whatever's worked so far, move further only if required. Glad you're a caring mother, good luck.
