Infection: Since you are having tenderness and irritation would be concerned about infection called balantitis. Infection of foreskin. Need to be seen and evaluated, of couse good hygiene is always good for the foreskin.

Smegma: Normal accretions under the foreskin. Be sure to retract your foreskin when you urinate and wash. If that isn't enough, your doctor can prescribe topical medication to clear up residual irritation.

Possible infection: If you had unprotected genital or oral sex, you may have an sti. Possibilities also include allergies to condoms, spermicides, feminine hygiene products. You may have ballanitis, a yeast infection. Female partners do not transmit yeast. The white stuff is smegna, oil produced by penile glands. Get examined and tested for stis (a urine and blood tests). Treatment is often a single dose of pills.
