It's a real problem: This is a fairly common problem, but one which needs help from a professional. Called: encopresis, there are many techniques and strategies needed depending on the cause. My advice is to begin by talking with your pediatrician who may want to perform some tests to rule-out certain conditions before providing you with a behavioral approach. As a child psychiatrist, I have seen many such cases.

See her pediatrician: Both a medical and behavioral problem, 90% of cases of encopresis (soiling) are associated with constipation. Medical and behavioral therapy must continue for at least 6 months after normal stooling patterns are achieved.
