Could be something as simple as skin irritation from deodorants, or from shaving if that applies to you. Could be hidradenitis suppurativa that is a chronic recurrent infection of deeper skin glands. See a doctor or a dermatologist for an evaluation to see what you may have & what treatments may be available for your condition.
