Call medical society: Call your state medical society or call the american board of neurology and psychiatry for names of qualified psychiatrists in your state.

How to find a doc: 1. If you have ppo or hmo type health insurance, there is a 'panel' of docs to choose from. Call a psychiatrist on the panel. 2. Ask your primary-care doc for a referral. 3. Call a nearby medical school or academic hospital and ask for a psychiatrist on their staff. 4. Google 'delaware psychiatrist bipolar' and similar search terms. 5. Ask local or state medical & psychiatric societies.

Check ur Insurance: Provider for psychiatrists on your insurance plan, then run the names by your primary care doctor and friends you can trust to see if they have information on those named that could help you make a good decision. Don't rush it and get as much information as you can before beginning the evaluation process.
