You need an exam: It could be genital herpes which has lesions that typically start as a tingling blister then the blister bursts and develops into a painful ulcer, but it also can appear as cuts like you describe. If you do not have a history of herpes you would need a doctor to confirm this. Another possibility is from scratching due to itching caused by a yeast infection.
