If the symptoms typically worsen with contact with cold weather or with touching objects that are cold - it could be. It is not unusual for the fingers and toes to blanch white then purple. Could be Raynaud's: Raynaud's phenomenon is a symptom caused by constriction of small blood vessels, usually in the fingers and toes, leading to a lack of nutrients and oxygen going to the fingers and toes. Raynaud's phenomenon can be due to auto-immune disorders, hormonal imbalances, medication effects, etc... A primary care doctor, endocrinologist, or rheumatologist can evaluate and start treatment as needed.

yes, some people redistribute their circulation centrally and that causes your distal extremities ie your hands and feet to be colder, but the remedy is very simple: use the socks and mittens readily on cold weather --
