Possibly: Not a first step though. I would suggest starting with an exam by a dentist and possibly a referral to a specialist.

TMJ: See a dentist first to have a TMJ evaluation. The exam will possibly include palpating of the muscles of the face, radiograph, checking the bite, doppler auscultation , and a complete medical/dental history. If you do have tmj, the dentist can give you a few options to consider depending on the severity

Better Choice?: Osteopathic manipulative medicine (omm) specialists are known for working w/ TMJ problems.Neuro is not a good choice.Osteopathic hands-on eval & thorough history are more likely to lead to proper diagnosis of cause. Many omm docs work closely w/ dentists to best treat TMJ problems.Bite splints or such dental appliances applied w/out proper treatment of cranial bone problems can lead to worse pain.

Depends on diagnosis: You have to know, if possible, if the headaches are due to a tmj/tmd cause. I often get referrals from neurologists in my community because their treatment is delivering the desired results. But I have also referred patients to neurologists. Need to work together!

Yes: Yes. The best way to control TMJ related headaches is treating the underlying disorder. However, the headaches can also be addressed by a neurologist.
