Probably.: It depends on your age and how severe is the cross bite. Braces alone may do the trick. In extreme cases, surgery may be necessary.

Unlikely: Palatal expanders work well on children, but i see that you are an adult. Once the palatal bones have fused, a palatal expander can only be used in conjunction with surgery to separate the right and left halves of the palate. While it is possible, this procedure known as a sarpe (surgically assisted rapid palatal expander) isn't as frequently performed as other options.

Depends: If this is for you, the first step will be to have a proper diagnosis and determine how much width change of the upper jaw would ideally be needed. If the change is too great for moving teeth alone, correcting the width can be done surgically with either a expander or with segmenting the upper jaw. Also, there may be other compromises that are functionally acceptable without correcting the jaw.

Depends: If your upper jaw is narrower than your lower, upper jaw should be expanded. In adults this may require expander + surgery, followed by braces. In kids the younger expansion (non-surgical) done the easier and most comfortable. As an adult, non-surgical expansion does irreparable harm to supporting bone. If cross bite is dental, braces should fix problem. See an orthodontic specialist.
