In general it is safe in the usa, but other countries may have very different standards they allow. All naturally occurring water has levels of bacteria, however chlorine or other additives may make it safe for human consumption.

Yes, if municipal: source, as water is checked regularly for bacteria and other contaminates and there should be a closed system via pipes, etc. If you have a private well, flooding could cause some surface contamination, and water should be checked.
