Yes.: There are many causes for fever, usually infectious. A high white blood cell count often occurs as well, depending on the type of infection or other problem. Bacterial infections especially will cause a high wbc, not so much with viral infections.

Yes, fever and WBC: Elevation often go hand in hand in the context of infection and/or inflammation. Both are features of an "inhospitable environment" for the infecting agent. In that sense, fever is not all bad, it can just make you feel bad.
