Yes.: There are some antibiotics that will affect the duration of the local anesthetic but the majority of the time it will have little effect. Most surgeries are done with peri-operative antibiotics with local or general anesthetics.

Yes: Elective surgery should be delayed of you are actually sick. If you are recuperating and completing a course of antibiotics you should be fine.
