I have a mouth ulcer reliver but it has some sort of anaesthetic alcohol in it--is this safe?

Probably: Small amounts of alcohol is harmless. A natural way to heal mouth ulcers would be to apply coconut oil (anti-viral, anti-bacterial, anti-fungal) to the ulcer frequently (3-4 times minimum) throughout the day and/or apply aloe to the ulcer.

Not recommended: I do not recommend putting anything on a mouth ulcer because the chemicals in the product will just aggravate it more. Warm salt water rinses and time are the best cure for a mouth ulcer.
