Yes.: That would most commonly be a cyst called "teratoma" and these can be removed surgically.

Depends on defect: Turner syndrome girls have defective ovaries and nothing is going to make them work. Rare girls are born with other malformations or deletion of the ovaries, tubes, etc, for which no treatments are available.Cysts and benign tumors can certainly be removed and often preserve normal function.
