It might : Be something simple like fungus. I do not think it is related to hpv. If the blisters are easily popped, either by squuezing or lancing with a sterile instruement - i would do this without taking off the roof of the blister. Then apply antifungal agent. Observe. If no improvement see foot doc and or dermatologist.

No: Genital strains of HPV never cause any lesions on feet. HPV strains are tissue specific and only cause problems where they choose to live (genital skin).
