Depends on situation: The brain uses both eyes equally giving depth perception & peripheral vision. If one eye is weaker or doesn't line up the image, the brain begins to ignore the input of the weaker eye.Patching the stronger eye makes the brain accept the weaker eye input allowing the connection to return to normal. You will only know if it works by trying it. It can help, even if pbm has gone on for a long time.

Patching: Patching for a lazy eye is most effective prior to 6-8 years old. Some research supports use in older children but the improvements are modest and unpredictable. I would recommend seeing a pediatric ophthalmologist and getting their opinion on patching at age 14. My suspicion is that they will recommend observation though.
