Allergies: The most likely explanation is edema or swelling under the eyes, associated with environmental allergies which are chronic. You should be seen and examined to further investigate your symptoms.

Eye bags: Many causes. Allergies are a possibility. If so, there may be associated itching. Fat herniation is another possibility but this isn't associated with itching. Each have different treatments. Talk to your doctor.
